At VEWS horse rescue, we believe every horse deserves security, stability, and a compassionate safety net when life takes an unexpected turn. Our Safety Net Program was created to help horse owners in and around the Richmond, VA area facing temporary hardship by providing support that keeps horses safe, healthy, and in their homes whenever possible.
We understand that challenges can arise from sudden financial strain, medical issues, job loss, family emergencies, or other life events. Asking for help can be difficult, but no one should have to face those moments alone, and no horse should be at risk because of circumstances beyond an owner’s control.

How our Safety Net Program Helps
Our program offers short-term, needs-based assistance designed to prevent horses from entering the at-risk pipeline. Support may include:

Temporary feed or hay assistance

Resource guidance and referrals

Emergency support to stabilize a horse’s well-being

Collaboration with owners to create sustainable care plans
Every situation is unique. Our team works confidentially and respectfully with owners to identify what resources will make the biggest difference, which allows horses to remain safe while owners regain stability.
In order to support as many owners and horses as possible, VEWS financial assistance is limited to one award per owner.
Funding Availability
VEWS program operates on a fixed annual budget designated to support at-risk horses and their owners. Applications may be accepted throughout the year; however, approval of assistance is dependent on the availability of remaining program funds. Once the annual budget has been reached, financial support may no longer be available, even for eligible applicants.
Applicants may receive up to $300 per lifetime, per horse. We encourage applicants to apply anytime support is necessary and to provide complete information to help us evaluate needs promptly. While we will always strive to offer guidance and non-financial resources, VEWS funding cannot be guaranteed at all times.

When Surrender Becomes the Best Option
Our priority is the horse’s welfare, whether that means keeping them home, finding a suitable direct placement option or helping them transition into rescue care. If owners ultimately cannot continue caring for their horse, VEWS can help by guiding them through a safe and responsible surrender.

How to Request Assistance
If you or someone you know could benefit from our Safety Net support, please complete our application. All inquiries are confidential, and our team will respond with care and compassion.
If approved, all financial assistance will be paid directly to the owner’s veterinarian, farrier, hay supplier, and/or feed store.
